Procurement exercise for the construction of a new primary school for North Northallerton on land to the east of the A167 Darlington Road, Northallerton

PROPOSED RECOMMENDATION

 

To undertake a procurement exercise for the construction of new primary school for North Northallerton on land to the east of the A167 Darlington Road, Northallerton.

 

BACKGROUND TO SUPPORT THE RECOMMENDATION

 

The scheme forms part of the Children and Young People’s Service Basic Need (BN) programme and will be funded from a combination of BN funding allocated by the DfE and developer contributions. The project, and it’s funding has been the subject of previous Basic Need Programme reports to the Executive, most recently on 15th March 2022.  The new school will deliver teaching accommodation in a one storey block for 210 pupils.

 

The procurement process is programmed to begin in October 2022.The work is programmed to commence on site in June 2023, with completion in June 2024, in readiness for a September 2024 opening. 

 

The school will be an academy on opening, following the earlier successful completion of the presumption route process to select an academy trust sponsor.

 

LEGAL AND GOVERNANCE COMPLIANCE

 

This is a key decision.  The proposal to procure was entered on the forward plan in July 2022 and dates updated in August 2022.

 

The procurement exercise will be undertaken in accordance with the Council’s Procurement and Contract Procedure Rules and the Public Contracts Regulations 2015

 

RECOMMENDATION

 

That the procurement for the construction of a new primary school for North Northallerton, on land to the east of the A167 Darlington Road, Northallerton be approved.
